Job Description

Job Summary

Responsible for designing and managing high-impact training programs that align with clinical, financial, and service quality goals of the University of Maryland Medical System. Oversee the development, implementation, and continuous improvement of training programs and initiatives, ensuring they are effective, strategically aligned, and cost-efficient. Collaborate with senior leaders and cross-functional teams to assess organizational needs, measure training impact, and adapt strategies to evolving priorities. Work is performed under limited supervision. Direct report to the Director, Portfolio Training Design & Development.

Primary Responsibilities

• Lead the design, implementation, and ongoing management of the training curriculum, ensuring alignment with the Medical System’s long-term goals and the diverse needs of all affiliated hospitals and locations.
• Expand and refine training programs, incorporating innovative materials and revising content based on organizational priorities and user feedback.
• Partner with senior leaders and departments to address complex training challenges, providing expert guidance and aligning training solutions with business objectives.
• Utilize data-driven insights to assess program impact, track team performance, and implement continuous improvements to ensure excellence in training delivery.
• Champion the continuous enhancement and distribution of performance-boosting job tools to all system users, ensuring that training initiatives are aligned with evolving organizational needs and improve operational efficiency across the Medical System.
• Establish and refine policies to integrate seamlessly with operational processes while maintaining strategic alignment with institutional goals.
• Engage with department leaders to ensure training initiatives directly support key business objectives, enhancing overall organizational success.
• Create training programs that equip staff with essential skills, continuously refining strategies to align with the Medical System’s evolving workforce needs.
• Manage financial and operational goals, ensuring departmental efficiency and effectiveness.
• Manage budgets, resource allocation, and cost optimization to drive optimal training outcomes.
• Strategically align workflows and resources with organizational priorities.
• Ensure collaboration with other divisions of the Medical System, aligning training initiatives with broader organizational goals and priorities.
• Implement modern training methodologies and leverage emerging technologies to enhance program delivery and effectiveness.
• Collaborate with senior leaders to align training strategies with adult learning principles and organizational development goals.
• Implement rigorous training quality assurance measures, ensuring excellence in design, development, and delivery.
• Design, develop, and implement a comprehensive staff development strategy for the training team, focused on career advancement, leadership skills, and professional growth.
• Manage departmental budgets, ensuring financial sustainability and operational excellence.
• Contribute to the optimization of staffing strategies to meet evolving departmental and organizational needs.
• Establish robust performance management systems that drive clear expectations, accountability, and continuous feedback loops to improve team and individual performance in collaboration with senior leadership.
• Utilize analytics to assess training impact on clinical, financial, and service quality metrics, and provide actionable insights to senior leadership.
• Align departmental objectives with the organization’s strategic goals, proactively addressing challenges and driving impactful training solutions.
• Foster a culture of collaboration, problem-solving, innovation, continuous learning, and a one-team mindset.
• Mentor staff in both technical and soft skills to craft a team of highly competent, consistent, thoughtful customer-centric experts.
• Perform managerial functions including hiring, training and development, and preparing performance reviews in accordance with UMMS policies and procedures.
• Perform other duties as assigned.

Qualifications

Education & Experience – Required

• Bachelor’s degree in Organizational Development, Instructional Design, or related field, or the equivalent combination of education, training, and experience.
• 5+ years of experience in training program development and management, instructional design, and workforce education, or similar.
• 3+ years of progressively responsible leadership experience managing high-performing teams and overseeing large-scale, enterprise-wide training initiatives.

Education & Experience – Preferred

• Master’s degree in Organizational Development, Instructional Design, or related field.
• Familiarity with enterprise-wide software systems (e.g., EMRs) and experience in aligning training strategies with enterprise technology to optimize organizational performance.

Knowledge, Skills, & Abilities

• Effective skill in strategic planning, leadership, and change management, with a proven ability to drive large-scale training initiatives at the executive level.
• Working knowledge of adult learning principles, instructional design, and training delivery methodologies, with the ability to develop innovative training solutions.
• Effective skill leveraging data analytics and performance metrics to assess training effectiveness and implement continuous improvement strategies.
• Effective leadership skills, including situational awareness, conflict resolution, establishing alignment and clear direction, and driving continuous improvement.
• Ability to lead and manage teams efficiently, prioritizing tasks, optimizing workflows, and establishing a goal-driven environment with clear procedures and performance metrics.
• Effective skill to influence, negotiate, and persuade to reach agreeable exchange and positive outcomes.
• Ability to influence key decision-making across diverse functional areas including executive management.
• Effective skill developing and maintaining collaborative working relationships with all levels of leadership and staff.
• Proven history in leading complex programs/projects successfully through ideation, planning, and execution.
