University of Maryland Shore Regional Health is the principal provider of comprehensive health care services for more than 170,000 residents of Maryland's Eastern Shore. General Summary:

Develops and implements a proactive and progressive workforce relations strategy designed to engage the workforce and improve collaboration between employees and managers.  Manage a team of generalists and recruiters in order to support UMMS management/employees on all workforce issues such as employee relations, recruitment, employee recognition and rewards, employee activities, diversity, EEO, worker’s compensation, employee advocacy and conflict resolution, organization design/organization effectiveness, policy development/interpretation, performance management, etc.  Serves as member of HR leadership team providing expertise on Labor/Employee Relations.

Principal Responsibilities and Tasks:

The following statements are intended to describe the general nature and level of work being performed by people assigned to this classification.  They are not to be construed as an exhaustive list of all job duties performed by personnel so classified.

  1. Supports managers to enable them to manage and respond to employee concerns in a proactive fashion, consistent with both organizational objectives and positive employee relations principles.
  2. Manages the organization’s response to union organizing drives, provides union vulnerability assessments, and union avoidance training.  Works closely with internal/external Labor counsel on responding to organizing activities.  Maintains an awareness of local & national labor activities.
  3. Hires, orients, trains, and provides leadership and technical guidance to recruitment and staffing staff assigned to team..  Reviews the work and assignments of staff as necessary.  Coordinates the daily operations of the recruiting staff assuring efficiency and effectiveness of services provided and work performed. 
  4. Directs Hospital-wide recognition and rewards program, to include: Service Awards, Quality Awards, Employee Appreciation Week, etc., plus support departmental needs regarding recognition issues.  Chairs Employee Recognition Committee in adapting events to changes in environment and setting objectives for programs.
  5. Oversees and coordinates activities on behalf of the Human Resources Department in preparing the organization for JCAHO compliance review on the management of the human resources component.  Also oversees HR compliance activities in other areas such as EEO, unemployment compensation, etc., to ensure effective representation of the organizations interest and appropriate response to the responsible investigative agency.
  6. Directs daily employee relation’s activities assuring efficiency and effectiveness of services provided.  Develops standards of performance; evaluates performance and provides constructive feedback.  Encourages and supports educational, training and professional development activities for staff.
  7. Develop and manages the Operational Budget for work group; identifies cost saving strategies related to administrative or operating expenses.
  8. Performs related duties as required.


What You Need to Be Successful:

Education & Experience

    1. Bachelor’s degree or equivalent from an accredited college or university required.  A Master’s Degree in Industrial/Labor Relations, Human Resources Management, or related field preferred.  Professional certification as PHR or SPHR through SHRM preferred.  In depth knowledge of state and federal employment laws including the National Labor Relations Act.

    2. A minimum of eight (8) years of experience managing and directing the activities of professional and/or managerial level human resources staff required.  This experience should reflect a strong and diverse generalist background to include both employee and labor relations.

    3. Successful union avoidable experience is highly preferred, with knowledge of labor activities in a healthcare environment.

    4. Strong customer excellence orientation, good interpersonal, listening, verbal and written communication skills are required to work effectively with various levels of employees and management staff.   Must also possess demonstrated effective collaborative skills in working with other HR functions to achieve organizational objectives.

    5. Demonstrated ability to lead others through influence, collaboration and change management.

    6. The successful candidate for this job will have an understanding of quality process improvement principles, participative management practices, systems perspective and learning organization principles as a foundation for proactive and positive employee relations.
