General Summary - Contract Manager, Information Services & Technology
Five years of experience in a progressively responsible professional purchasing and/or contracting environment - required.
Under general supervision, provides leadership, coordination and administration for a portfolio of technology and application contracts, programs and services. Negotiate and implement purchase agreements encompassing all aspects of information technology group purchasing including contracting for hardware, software equipment, supplies, services, contracted services, and related support. Focused on maximizing quality and service while achieving standardization, cost control and performance improvement. Provides management reports and analysis of the information processed through the procurement system; works collaboratively with members of the Information Technology Management team.
Principal Responsibilities and Tasks

Manages information technology contracts assigned to their respective group.
Interacts at a high level within UMMS and the vendor community.
Manages, leads and/or facilitates corporate or any major technology, service or capital initiatives.
Leads contract negotiator for all information technology contracts.
Provides consultative services to UMMS’ personnel regarding standard contractual provisions and compliance requirements.
Maintains ongoing departmental relationship with Corporate Legal and Compliance groups.
Maintains a centralized contract storage system Manages vendor contracts to ensure UMMS compliance, vendor compliance, security, price competitiveness, utilization and market trends.
Maintains awareness of information technology vendor market trends
Maintains knowledge and understanding of health IT, HIPAA and related regulations that may impact UMMS
Assists in the development of management cost reporting of expenses, corporate savings programs and recommendations for further “cost cutting” opportunities.
Attends appropriate meetings and serves on teams as directed.
Interprets and implements contracting policy and procedures relating to IT services.
In coordination with members of IT Management, performs internal and external billing review/analysis and reconciles discrepancies with vendors as related to contractual requirements
Develops and monitors contract compliance and recommends program design and future service plans.
Prepares feasibility studies and project schedules for Contract management-related functions.
As needed, verifies all required activities are performed by IT providers and confirms with customer departments to ensure programs/applications meet the requested objectives.
Maintain contractual records and documentation such as receipt and control of all contract correspondence, customer contact information sheets, contractual changes, status reports and other documents for all projects.
As needed, provide guidance on contract matters to project managers or other operational staff, including training to new project managers and other employees in contracting practices and procedures.
Work with Risk Management Department /Compliance/Legal / Finance to coordinate contractual insurance requirements.
Education and Experience
Bachelor’s Degree from an accredited college or university in a Business Administration or related discipline, or equivalent experience is required. Significant experience sufficient to develop equivalent business knowledge and skills may be considered in lieu of this requirement.
