What You Will Do:

General Summary
Under general supervision by Manager/Director of Total Compensation, administers the employee health benefits and retirement programs. 

Principal Responsibilities and Tasks
The following statements are intended to describe the general nature and level of work being performed by people assigned to this classification. They are not to be construed as an exhaustive list of all job duties performed by personnel so classified.

Health and Welfare: 

  • Administers employee benefits such as life, health, dental and prescription insurance, flexible spending accounts, health care spending accounts, disability plans, Accommodations programs, retirement savings/pension plans, and COBRA in accordance with plan documents and UMMS benefit policies/procedures; serve as a contact between vendor and employee.
  • Provides periodic recommendations to management for potential process and/or reporting improvements. Assists in the development and implementation of cost-effective and customer-responsive administration systems for employee benefit plans. 
  • Manage automated solutions.  Coordinates the execution of benefit enrollment windows, including working with Lawson team on benefit change implementation.  Liaises with internal staff (HR, HRIS, IT, Payroll, Finance) and with external vendors to find efficient methods for retrieving, testing, and validating participant data out of UMMS data systems as well as out of vendors’ data systems, including coordination/synchronization of data between the two.  Responsible for monitoring, researching and validating all data/data integrity related to UMMS Benefit plans by performing regular self-audits and reconciliations of eligibility, enrollment, hours & earnings, funding, and billing data in accordance with plan documents and UMMS policies and procedures.  Escalates problematic findings to resolve discrepancies.
  • Prepares communication materials for benefits training including orientation and open enrollment; present information regarding the various benefit plans. Assists in the design and implementation of employee benefit communications including periodic benefits updates, Summary Plan Descriptions, new hire materials, and open enrollment materials.
  • Monitor vendor performance related to the administration of UMMS benefit plans
  • Performs initial preparation and/or reconciliation of bi-weekly funding for benefit plans (retirement funding, voluntary benefits, outsourced benefits).  Receives, validates, records, and processes for payment all vendors’ fees/invoices.  Audits and monitors costs, claims, and participants in benefit plans; reconcile and review monthly premium statements.  
  • Prepares and delivers training to managers and staff to promote strategic and compliant management of benefits.  This includes ongoing training for HR Business Partners and Line Management on execution of Disability programs as they relate to Paid Time Off programs, Worker’s Compensation, and Accommodations Programs.
  • Assist with potential/proposed new/change initiatives relative to benefit plan design by running cost comparisons and performing related analyses.  Assists in writing/updating corresponding UMMS benefit policies to comply with federal, state, and local laws and regulations and UMMS procedures.
  • Supports the compliance needs of benefit plans to include retirement plan valuations, audits,  5500’s, IRS, and ACA reporting.
  • May Assist with preparing benefit survey input for area hospitals and regional published surveys comparing plan benefits and costs, as requested; research various benefit options for possible implementation. 
  • Attends and participates in various internal and external educational programs and professional activities to keep abreast of new developments and improve technical expertise in Benefits, the Human Resources field, in general and various healthcare-related issues.
  • Act as liaison between HR and executive team members. Manage administration of Executive benefit plans.

What You Need to Be Successful:


  • B.S. or B.A. degree in Human Resources Management or related field.
  • Minimum of two (2) years of professional Human Resources experience or equivalent is required. Experience with benefits administration is preferred. CEBS certification preferred.

Knowledge, Skills and Abilities

  • Demonstrated knowledge of concepts, principles, practices, and procedures related to Human Resources and Benefits administration and relevant state and federal regulations.
  • Strong aptitude with Microsoft Office, especially Excel required.
  • Excellent oral, written, and interpersonal communication skills, specifically with ability to speak publicly.
  • Ability to work in a dynamic environment with multiple deadlines and priorities required.
  • Ability to apply laws such as the Consolidated Omnibus Budget Reconciliation Act  (COBRA), the Employee Retirement Income Security Act (ERISA), the Family and Medical Leave Act (FMLA), the Maryland Family and Medical Leave Act (MFMLA), the Health Insurance Portability & Accountability Act (HIPAA), and the applicable Internal revenue Service (IRS) regulations and other related state and federal regulations required to the development of policies, practices, and procedures.
  • Ability to work independently, handle multiple tasks and meet related deadlines.
  • Experience in the application of HR Information systems such as Lawson, PeopleSoft, Oracle, SAP, etc, is required.
  • Ability to use resourcefulness and analytical skills to research various documents and data to resolve inquiries and discrepancies and interpret data.
