What You Will Do:

The Clinical Data Analyst is responsible for the development, management and overall coordination of the CareScience System to facilitate performance improvement and program development within the organization. The incumbent uses analytic skills to help design hypotheses, test and analyze study results and uses knowledge of State regulatory and accrediting agency requirements to focus data gathering efforts for the organization.   The incumbent also facilitates data aggregation from multiple internal and external sources and systems to create quality improvement dashboards, performance reports and report cards for University of Maryland Medical Center Midtown Campus departments, physicians, key quality measures, including overall hospital performance, and coordination and production of University of Maryland Medical Center Midtown Campus’ data contributions to the UMMS system dashboard.  This position requires the ability to analyze, synthesize and present health care data using analytical tools such as MS Access, SPSS, Minitab and sophisticated Meditech report-writer tools.  The incumbent must be adept at performing complex data extractions, creating reports and serving as the key organizational contact for CareScience, QIP Project, Care Management System (CMS, and QNET regulatory databases.  The individual also serves as the liaison to the Information Technology Department for coordination and maintenance of data quality and flow to CareScience/Quovodex.

 

Duties and Responsibilities:

  1. Maintain CareScience CMS implementation.
  2. Provides analysis of data from appropriate decision support systems to the PI Department, the executive team to facilitate strategic and operational decision-making.
  3. Provides coordination, development and ongoing publication of numerous report cards, dashboard, statistical reports as necessary to measure organizational performance and support UMMC Midtown’s quality improvement and process reengineering initiatives.
  4. Develops and delivers presentations and reports on analyses and recommendations.
  5. Facilitates data retrieval for Chief Medical Officer for use in physician performance improvement reports.
  6. Supports JCAHO Readiness initiatives, RCA reporting
  7. Acts as a key user for the CareScience CMS and query product.
  8. Maintains confidentiality of proprietary information.
  9. Maintain consistent and accurate data collection for benchmarking for projects using knowledge of regulatory agencies

II.     Performance Improvement

  1. Conducts ongoing measurement and assessment of patient care delivery practices relative to identified indicators on key functions monitored by the QI/E Department and the Quality Improvement Council as well as the Medical Quality Improvement Committee.
  2. Provides Assistance in collecting data for the team, acting as quality advisor to the committee or PI Team in the use of statistical process tools, problem identification and resolution to ensure achievement of goals and objectives.
  3. Assists in the design of PI projects  (there is a planned, systematic process to design, assess, measure and improve the performance)
    1. Uses interpersonal and communication skills to provide leadership and technical support to administrative and clinical teams focusing on organizational performance.
    2. Articulates data assumptions clearly.

III.   Data Abstraction

  1. Plans and coordinates data activity for projects, program planning and long range strategic improvement
  2. In-depth understanding of the CareScience CMS Master Data specifications.
  3. Maintains knowledge of UMMC Midtown’s internal data sources.
  4. Identifies key data set specialists to problem solve data questions
  5. Establishes, maintains and manipulates database information to achieve in-depth understanding from database queries
  6. Coordinates with IT department quarterly/monthly data transition and validation.
  1. Interfaces with Care Science project coordinator with questions regarding the design of query reports/studies.
  2. Utilizes clinical information system and other hospital application systems                               

IV.   Budget and Fiscal reporting

  1. Works in conjunction with the finance department to facilitate financial performance reporting.
  2. Analyzes financial reports to include trending analysis and financial forecasting.
  3. Plan, implement and evaluate projects that enhance the cost/outcome position for the hospital.
  4. In conjunction with the Director, maintains CareScience budget.  Recommends alterations to contract as necessary.                                                                                                                             
  5. Develops training program and materials for new CMS users and updates current CMS users.
  6. Coordinates end user training as necessary.
  7. Interfaces with consultants to provide advanced training for designated employees.
  8. Provides program updates to executive team.

 

 



What You Need to Be Successful:

Education          

  •  Bachelor’s degree required in health related field with emphasis on data analysis. Master’s degree strongly preferred. 
  • Clinical background or experience as required to understand and interpret clinical data and knowledge of ICD-9 coding and medical terminology preferred. 

Experience:

  • Knowledge of performance improvement concepts and techniques and the ability to create clinical analyses and manage performance measurement and reporting tools such as scorecards, dashboards and statistical reporting. 
  • Ability to conduct hypothesis/statistical testing. Proven proficiency in the use and application of clinical decision support systems, detailed reporting and data analysis. Ability to organize, prioritize and manage several projects at one time. 
  • Proficiency in computer spread sheets and databases, web-based data reporting and management systems, statistical analysis tools, word processing, spreadsheets and graphics required.
  • The candidate must have strong organization skills, ability to perform multiple tasks with interruptions and manage time effectively. Must demonstrate strong communication skills to effectively communicate with internal and external customers, both verbally and in writing.  Must have demonstrated exceptional problem-solving skills and a strong commitment to using teamwork to achieve organizational goals.
