Provides input into the development of strategy and design for the University of Maryland Medical System health and welfare benefits.  Partners with HR Business Partners, Talent Acquisition and HR Operations to obtain input on current benefit programs and assess need for new or updated benefit programs. Demonstrates understanding of business needs and internal and external environment. Provides support to facility Operations for benefit programs.

Principal Responsibilities

  1. Reviews both short and long range cost estimates/projections and relevant statistical analyses regarding modifications in benefit programs and implementation of new programs. Develops comprehensive business case/models for changes or new program proposals, taking into consideration competitive market, employee perception, and financial cost/benefits. Analyzes results and makes recommendations to management for updates/improvements in benefit programs. Researches and recommends plan design changes.
  2. Project manages large systems level program implementations such as open enrollments, new plan designs, new plan offerings to include systems configuration, employee and management communications, and policy development.
  3. Assists with contract reviews and RFP/renewal process. Assists in RFP distribution and analysis including development of specifications, summaries of responses, experience data and analysis of responses. Assists with implementation of new vendors and programs.


What You Need to Be Successful:

Education and Experience

  1. Bachelor’s Degree in Human Resources, Business, Management, or related field required.
  2. Minimum of five years of professional Human Resources experience with progressively responsible benefits design experience.
  3. Prior benefits course work in CEBS, CBP, PHR or similar certification or current pursuit thereof preferred.
  4. Master’s Degree preferred.


Knowledge. Skills and Abilities

  1. Demonstrated knowledge and application of concepts, principles, practices, and procedures related to Benefits strategy and design. Requires knowledge of HR principles and benefits administration as well as relevant state and federal regulations. Ability to develop sound strategies and business cases for maximizing employee satisfaction and cost relative to benefit offerings. 
  2. Demonstrated analysis skills as applied to benefit design changes, cost measurements, and program performance benchmarking.
  3. Strong aptitude with Microsoft Office, especially Excel required.
  4. Excellent oral, written, and interpersonal communication skills, specifically with ability to speak publicly.
  5. Ability to work in a dynamic environment with multiple deadlines and priorities required.
