As the Recruitment Team Lead, you will be tasked wtih developing complex and specialized recruitment strategies and sources to fill non-clinical and clinical positions as well as Executive openings at UM St. Joseph Medical Center in Towson, MD.  Develops and recommends strategies that respond to unusual and specialized department needs.  Develops and recommends special projects and programs to improve recruitment processes. Screens, interviews, and counsels internal and external candidates concerning qualifications and careers.   

This position will be based at UM St. Joseph Medical Center in Towson, MD but require frequent travel to our main HR office in Linthicum, MD. 

Principal Responsibilities and Tasks

  • Partners with Recruitment Specialists’ on recruitment strategies and processes within their assigned customer group.
  • Meets regularly with Recruitment Specialists in assigned customer groups to: Analyze procedural and customer problems and recommend solutions to ensure superior customer service and effectiveness with processes.
  • Interprets and communicates Human Resource policies and procedures related to recruitment for employees and management on employment, compensation, benefits, employee relations, and training policies.  Trains Recruitment Specialists and customers on recruitment processes and policies as needed.
  • Coordinates and identifies areas of improvements for recruitment processes to meet customer demands.  Works with the Recruitment Specialists, local HR Coordinators and HR Directors / Managers to achieve goals and objectives.
  • Develop and implement recruitment strategies for assigned customer groups ensuring compliance with all applicable laws and regulations, facility policies and procedures, and facility Vision, Mission, and Values.
  • Partners with the hiring manager to formulate a recruitment strategy to fill vacancies in a timely and cost efficient manner.  
  • Develop innovative recruitment plans that will proactively meet the needs of the hiring manager.
  • Partners with the Talent Acquisition Marketing and Sourcing Specialist to coordinate print and electronic advertising as well as recruitment events and the development of collateral materials.
  • Communicates on a regular basis (at least weekly) with all hiring managers to ensure effectiveness of recruitment strategy(s).   
  • Interviews, screens, and refers qualified applicants for open positions of all levels.  Assists management in the determination of starting salaries according to compensation guidelines.  Acts as a liaison with Compensation on salary offers that are above guidelines.  Coordinates relocation assistance and/or sign-on bonuses, as needed.
  • In collaboration with the Recruitment Specialists, maintains knowledge of status of all recruitment activity for assigned customer groups. 
  • Researches and analyzes data pertaining to recruitment, turnover, staffing patterns, labor market, demographics, etc. to maximize utilization of manpower and promote effective relationships with facility client groups and Human Resources.
  • Evaluates effectiveness of recruitment activities by comparing relevant statistics such as number of interviews and successful referrals against cost of recruitment activities.
  • Supports and provides input to the Compensation department on market issues with regard to current compensation programs.  Stays abreast of market trends in recruitment and retention to maintain a competitive edge.
  • Attends employment fairs, or professional conferences of customer groups (i.e. Respiratory, Rehabilitation), to represent UMMS facilities to potential employees. 
  • Responsible for developing and tracking Affirmative Action recruitment strategies  for assigned customer groups


What You Need to Be Successful:

  • Bachelor’s degree from an accredited college or university in Human Resources, Business Administration, Nursing, Psychology, or related area of study required.  Master’s degree is preferred.
  • Five (5) years of progressively responsible exempt recruitment experience. 
  • Some supervisory experience preferred.
