University of Maryland Medical System is seeking an experienced Director, Talent Acquisition to plan, organize and develop recruitment strategies and staffing activities for the University of Maryland Medical System.

The University of Maryland Medical System is a 12-hospital system with academic, community and specialty medical services reaching every part of Maryland and beyond. UMMS is a national and regional referral center for trauma, cancer care, neurocare, cardiac care, women's and children's health and physical rehabilitation. UMMS is the fourth largest private employer in the Baltimore metropolitan area and one of the top 20 employers in the state of Maryland.

Principal Responsibilities:

  1. Plans and administers the Medical System’s employment, recruitment, placement and transfer programs to achieve organizational objectives and comply with Equal Opportunity, Affirmative Action, and Human Resource policies and procedures.  Develops innovative recruitment and retention strategies, directing and planning UMMS participation in career fairs, college recruitment drives, and open house opportunities for applicants.  Communicates regularly with Vice Presidents, Clinical Directors, administrators, managers, and department heads to ensure optimal efficiency and effectiveness in employment programs and activities.
  2. Hires, orients, trains, and provides leadership and technical guidance to recruitment and staffing staff.  Reviews the work and assignments of staff as necessary.  Coordinates the daily operations of the recruiting staff assuring efficiency and effectiveness of services provided and work performed.  Develops and designs jobs, shift assignments and standards of performance; evaluates performance and provides positive and constructive feedback; recommends personnel actions such as merit increases, transfers, promotions and disciplinary actions to the SVP/CHRO.  Encourages and supports staff educational, training and professional development activities. 
  3. Develops and prepares recruiting and staffing budgets, ensuring adequate support of the employment needs of UMMC.  Identifies cost saving strategies related to administrative or operating expenses.
  4. Interviews, screens and refers qualified applicants for various professional, supervisory and management positions.  Coordinates services, needs, rates and other pertinent information with employment agencies to hire executives, temporary support staff and unusual positions.  Reviews salary offers/negotiations mediating unusual situations with compensation staff or the SVP/CHRO, as appropriate.
  5. Develops, administers, observes and interprets applicable Human Resources policies and procedures; maintains established Medical System policies and procedures.  Communicates new or revised policies and procedures to staff and/or Medical System employees, as appropriate.  Reviews HR policies and procedures to assure compliance with state and federal law and adherence to the Mission, Vision and Values of the Medical System.
  6. Maintains professional affiliations as appropriate and participates in professional activities to keep abreast of developments in the Human Resources field.

What You Need to Be Successful:

Education and Experience:

  1. A Bachelor’s Degree in Business or Human Resource Management, Psychology or a related area of study required.
  2. Professional Certification as a PHR (Professional in Human Resources) or SPHR (Senior Professional in Human Resources) through SHRM preferred.
  3. Eight (8) years of progressively responsible experience in recruitment including workforce planning in a complex organization is required.  Supervisory experience is required. 
  4. Experience in healthcare strongly preferred. 
  5. Experience in a metrics driven environment and in behavior interviewing models is preferred.

Knowledge, Skills and Abilities:

  1. Demonstrated proficiency in the fundamental concepts, principles, practices and procedures related to employment and unemployment law and generally accepted employment practices.
  2. Strong working knowledge of web search engines/tools, Microsoft Word, PowerPoint, Excel and applicant tracking system required.  
  3. Demonstrated ability to oversee, monitor, evaluate and motivate the performance of professional and support staff is required.  A collaborative and motivational management style which is inclusive and which promotes a participatory style of Human Resources management is preferred.  Ability to build consensus, provide strong leadership in a team environment, and have the highest sense of professional integrity.
  4. Highly proficient communication, customer service, and interpersonal skills are required to work successfully with various levels of leadership and management personnel, as well as the public and external community.
